 Improvements
        
To improve the Name Check Program's ability to forecast performance and timelines, the FBI funded the development of a business forecasting model.  Because name checks vary in their complexity and time to process, forecasting production and estimating time to achieve goals can be a complex exercise and the FBI needed a solid, foundational baseline from which to make predictions. This model will not only increase the FBI's ability to more accurately forecast name check production, but also allow it to better define resources needed to meet any particular benchmarks, in addition to creating more accurate metrics. 

         The Records Management Division Business Operations Support staff undertook a survey of existing FBI and other GOTS systems. 

·        The Name Check Program implemented new work queue management procedures allowing greater monitoring of work allocation relative to resources.  This allows the prioritization of selected target areas for resource allocation insuring that the oldest cases are worked first by contract staff.  Since the implementation of the work queues in November 2007, the number of USCIS name checks pending over four years has dropped from approximately 12,000 to a little over 5,000. 

·        The FBI procured the services of an independent contractor to provide a Functional Systems Design to assist in the formulation of a completely new Name Check processing system utilizing Government Off-The-Shelf and Commercial-Off-The-Shelf products.   

·        The FBI has revamped its name check process, pulling out the “File Review” phase of the process (the phase whereby paper files were located and scanned) from the middle of the process and placing it at the end.  Since the files associated with many USCIS name checks are electronically available and do not require the retrieval of paper files in order to process name checks, this restructuring significantly streamlines the path that many USICS name checks follow during processing.    

·        Due to the timely restructuring of our Name Check Fee Structure, the FBI will be hiring more personnel who will be dedicated to processing USCIS name checks.
