UN official criticizes US over drone attacks

The use of targeted killings with weapons like drone aircraft poses a growing challenge to the international rule of law, a UN official says.  Philip Alston said that the US in particular was doing damage to rules designed to protect the right of life.  Mr Alston, UN special reporter on extrajudicial killings, feared a "Playstation" mentality could develop.  His report to the UN Human Rights Council also brings renewed scrutiny of Israel and Russia.  Both nations are also reported to have carried out targeted killings of alleged militants and insurgents. President Barack Obama has increased the use of Predator drones to attack militants in Pakistan. Despite recent successes, unmanned drone strikes in Afghanistan and Pakistan remain a controversial tactic. CFR's Micah Zenko says the Obama administration must shed new details on the "worst kept covert secret in the history of U.S. foreign policy." Read More

U.S. Acknowledges Pakistan’s Efforts To Combat Human Trafficking

U.S. Secretary of State Hillary Rodham Clinton announced today the release of the 2010 Trafficking in Persons Report.  The 2010 report ranks Pakistan as a “Tier 2” country, citing improvements from the previous year in the Government of Pakistan’s efforts to prosecute trafficking offenders, prevent and combat bonded labor, and protect trafficking victims. The U.S. Government is committed to supporting Pakistan in its efforts to combat human trafficking.  Read full report

U.S. Ambassador Leads Investment Mission

U.S. Ambassador Anne W. Patterson and Minister of State for Investment Saleem H. Mandviwalla will lead the third delegation of Pakistani business leaders to the U.S. as part of the Pakistan Business Ambassadors Program.  Launched by the U.S. Embassy and the Pakistan Board of Investment (BOI) in April 2009, the program seeks to highlight Pakistan's most successful business leaders and stimulate trade and investment opportunities between the U.S. and Pakistan. During their visit to New York City and Boston, delegates will meet with U.S. business leaders and the media to promote understanding of Pakistan and its economy.  The delegation represents a diverse range of sectors including energy, power, private equity, banking, airlines, infrastructure, and consumer goods and services.  Members include: 

Pakistan’s Economy Seen As Resilient, Despite Challenges

Pakistan confronts daunting challenges — from a shortfall in energy supplies to Taliban insurgents and government corruption — in its efforts to sustain a healthy level of economic growth and provide greater opportunity for its citizens, according to a panel that met in Washington June 3.

Despite such difficult circumstances, the panel agreed, Pakistan’s economy has shown surprising strength in recent years.  The panel topic was “Could Pakistan’s Private Sector Promote Stability and Peace?” — and the answer was a cautious but unanimous “yes” from all three participants. “Pakistan’s energy sector continues to attract investment despite the high risks,” said Moin Fudda of the Center for International Private Enterprise, which sponsored the panel along with the U.S. Institute for Peace.

Political analyst Shuja Nawaz, who directs the U.S.-based Atlantic Council’s South Asia Center, highlighted two positive steps taken by the Pakistani government. One was agreement on a formula for revenue sharing among local and federal governments after almost two decades of debate; the second was passage of a value-added tax that should strengthen government revenues. Looking ahead, Nawaz identified “great opportunities” in the auto parts industry as the “center of gravity” for global automobile manufacturing shifts to Asia. Read More

 

U.S. Identifies Vast Mineral Riches in Afghanistan

The United States has discovered nearly $1 trillion in untapped mineral deposits in Afghanistan, far beyond any previously known reserves and enough to fundamentally alter the Afghan economy and perhaps the Afghan war itself, according to senior American government officials. The previously unknown deposits — including huge veins of iron, copper, cobalt, gold and critical industrial metals like lithium — are so big and include so many minerals that are essential to modern industry that Afghanistan could eventually be transformed into one of the most important mining centers in the world, the United States officials believe.

An internal Pentagon memo, for example, states that Afghanistan could become the “Saudi Arabia of lithium,” a key raw material in the manufacture of batteries for laptops and BlackBerrys.

The vast scale of Afghanistan’s mineral wealth was discovered by a small team of Pentagon officials and American geologists. The Afghan government and President Hamid Karzai were recently briefed, American officials said.  Read More

Area: 803,943 sq. km. (310,527 sq. mi.); almost twice the size of California.

Cities: Capital--The city of Islamabad (pop. 800,000) and adjacent Rawalpindi (1,406, 214) comprise the national capital area with a combined population of 3.7 million. Other cities--Karachi (11,624,219) (2005 est.), Lahore (6,310,888) (2005 est.), Faisalabad (1,977,246) and Hyderabad (1,151,274).

People

Nationality: Noun and adjective--Pakistan(i).

Population (July 2008 est.): 167,762,040.

PEOPLE

The majority of Pakistan's population lives in the Indus River valley and in an arc formed by the cities of Faisalabad, Lahore, Rawalpindi/Islamabad, and Peshawar. Although Urdu is an official language of Pakistan, it is spoken as a first language by only 8% of the population; 48% speak Punjabi, 12% Sindhi, 10% Saraiki, 8% Pashto, 3% Baloch, and 3% other. Urdu, Punjabi, Pashto, and Baloch are Indo-European languages. English is the other official language, and is widely used in government, commerce, the officer ranks of the military, and in many institutions of higher learning.

Program Specialist – White House:

The White House Initiative on Asian Americans and Pacific Islanders (WHIAPPI<http://www2.ed.gov/about/inits/list/asian-americans-initiative/index.html>) is looking for a Program Specialist passionate about improving quality of life and economic/community development opportunities for Asian Americans and Pacific Islanders (AAPI). International Conference on Understanding Radicalization

The Pakistani American Public Affairs Committee Foundation joins in with the Pakistani American Association of Connecticut to organize an International Conference titled, “Understanding Radicalization and De-Radicalization Strategies” . The conference is going to be on the 19th of June 2010 from 9 AM till 8 PM at Hartford Sheraton Hotel, 100 East River Drive East Hartford, Connecticut 06108.

The speakers at the conference include International Speakers on Extremism, Radicalization, and De Radicalization work. There will be theological experts, psychologists, Forensic Psychiatrists’, and law enforcement experts including policy and analysis experts from the Department of Homeland Security and National Counter Terrorism Center.  

The conference will be open to public and media, except for session IV which would be a private session between community and law enforcement with no recording or media presence.

The conference will consist of first three sessions looking at “Causes and Dynamics of Radicalization”, followed by American Muslim Community, “Challenges’ and Opportunities” and then an important session on “Solutions.” 

Some of the speakers include Ambassador of Pakistan to United States, Mr. Husain Haqqani, a Professor from Pakistan (Nuclear Physicist trained at MIT) Professor Hoodbhoy, as well as Todd Shea, an American residing in Northern parts of Pakistan for past 5 years. Other guests include Professor Michael Langone, (an expert on rehabilitation of cult members) , Dr. Steve Eichel, ( a forensic Psychologist who has evaluated and managed cases like the beltway sniper). The audience will include the Pakistani American community, many other American Muslims as well as law enforcement agencies, policy makers and analysts from local as well and DC area. PAKPAC Executive Director meets President Obama

PAKPAC Executive Director Irfan Malik met with President Obama at White House as part of the celebration of Asian American and Pacific Islander Heritage Month. President Obama stressed the need of improved cooperation between US & Pakistan Government to curb extremism and terrorism.

At the event in the East Room of White House about 75 people representing the 16 million strong Asian Americans and Pacific Islanders participated in the festivities that included Bhangra Music.  President Obama commended DJ Rekha for mixing a hip-hop beat with the sounds of her heritage; making a uniquely American sound that may not have been heard in the White House before.

Speaking about the promise of this country, President Obama observed that America welcomes contributions from all peoples, all colors, all creeds.  We draw strength from the rich tradition that everybody can call America home because we all came from somewhere else except for the first Americans.  And there’s no better example of this than the communities that are represented in this room.  Your role in America’s story has not always been given its due.  And many Asian Americans and Pacific Islanders have known tremendous unfairness and injustice during our history. And obviously this is personal for me, since you need to look no further than my family -- my sister Maya, and brother-in-law Konrad, and my two mischievous nieces Suhaila and Savita -- to know that it is part of America’s past but is also going to be part of America’s future.    And for this reason, we are here today to celebrate these contributions.  But we’re also holding this event because I want to make sure that we are hearing from you -– so that the government does its part on your behalf, just as you’re doing your part on America’s behalf.  And that’s why I signed an executive order to reestablish the White House initiative on Asian Americans and Pacific Islanders.  It’s chaired by my Commerce Secretary, Gary Locke, and my Education Secretary, Arne Duncan. The goal is to make sure that our government is successfully working to address disparities in health care, in education, and economic opportunity that exists within various AAPI communities. 

President Obama Said, “I’m also going to fight -- have been fighting and will keep on fighting for comprehensive immigration reform that respects our nation’s heritage. We have to respect our heritage as a nation of laws and a nation of immigrants.  And that means that everybody is going to have to take responsibility.  Government has a responsibility to secure the border and enforce laws.  Washington has an obligation to set clear, common-sense rules, including rules that no longer punish and divide families that are doing the right thing and following the law.  That’s why addressing the backlogs problem in our immigration system is an important part of reform.  Business has to be held accountable when they exploit undocumented workers.  Individuals who are here illegally, they have to take responsibility by paying a fine and back taxes, learning English, and going to the back of the line so that they take a legal path towards citizenship”.

Recognizing the efforts of Asian Community President Obama acknowledged “As small business owners, Asian Americans and Pacific Islanders know how important it is that we continue to spur growth after a long and brutal recession.  As parents, everybody here is concerned about the quality of our education system, and making college more affordable and accessible.  As Americans, we want to make sure that we’re giving our children the same opportunities that were given to us.  And you know that it’s up to each generation of Americans to pass on that legacy –- to make sure that America is living up to its promise; a place where all things are possible if you’re willing to put in a lot of hard work. Asian Americans and Pacific Islanders have helped to fulfill that promise for generations now.  And because of the leadership of all of you in this room and people all across the country, I’m confident that that will continue into this century”. 

PAKPAC sets up JI Visa waiver help for Physicians

There is an opportunity for many J1 waiver positions for well trained good quality physicians. This opportunity is not attributed to any Physician Organization, but secondary to advocacy efforts of PAKPAC. Please fell free to share the contact info with potential candidates seeking waiver. PAKPAC works for faster processing of visas for Pakistani Doctors

PAKPAC has taken up the cases of about a dozen of young Pakistani Medical graduates who plan to join residency Programs at hospitals.  On behalf of these Doctors PAKPAC has taken up their cases both with State Department and US Consular in Islamabad. Some of these Doctors had their interviews for their visa applications over four months ago. They are still awaiting for final approval with only few weeks left before their residency program starts.  Visa delays have caused loss of residency to many Doctors who are not able to arrive in USA prior to the start of the Residency Program, this loss is a major loss and inconvenience to the US hospital system. . In the past PAKAPC had worked with US legislators and State Department to setup fast pace visa processing for medical graduates. PAKPAC has asked from State Department to provide metrics for visa processing times for medical graduates

PAKPAC concerned about the safety of Pakistani Journalist in Flotilla incident

PAKPAC is concerned about the safety of the three Pakistani media persons arrested by Israel Security forces from the Flotilla in international waters on Monday. The Pakistani media people arrested included famous TV anchor and the Executive Director of news and current affairs at Aaj News Mr. Talat Hussain. Mr. Hussain was aboard one of the ships and talked to his television channel, Aaj News, at 6am on May 31st. In that report, he said he could see Israeli forces steaming toward the convoy. Afterward he lost contact with his television station, news media reported. Pakistan Government has taken up the issue with Secretary General of Interpol to secure the release of the three media personnel.  Government of Pakistan has also involved the services of US envoy to Pakistan, and Pakistan Ambassador to USA for an expeditious return of Pakistanis. 

This morning PAKPAC made a formal request to Israel Embassy in Washington DC asking for safe and immediate release of Pakistani media personnel.  PAKPAC has received assurance from Public Affairs Minister at Israel Embassy that they are working on this issue, all three  men are safe and sound, and the matter should be favorably resolved within hours. PAKPAC plans to visit the Israel Embassy in Washington DC if these men are not released within the next 24 hours.

USCIS Launches Redesigned E-Verify Employer Web Interface

U.S. Citizenship and Immigration Services (USCIS) has launched a completely redesigned web interface for employers using the Agency’s E-Verify Program.

The redesigned web interface for E-Verify provides employers more streamlined access and offers an expanded customer support section. The re-engineering of more than 200 pages has transformed the web interface user experience. The new web interface includes improved navigational tools to enhance ease-of-use, minimize errors, support compliance with the terms of use, and enable real-time validation of employers enrolling in E-Verify against commercial data.  The user-centric design showcases E-Verify’s continued commitment to customer service, security, accuracy, and efficiency. It further highlights USCIS’s overall customer centric focus and desire to continually increase the public’s confidence in the system. E-Verify is a free, easy-to-use Web-based system—operated by USCIS in partnership with the Social Security Administration—that allows participating employers to electronically verify the employment eligibility of their newly hired employees. More than 208,000 participating employers at more than 762,000 worksites nationwide currently use E-Verify to electronically verify their newly hired workers’ employment authorization. Since Oct. 1, 2009, E-Verify has processed more than 11 million queries.

New Form I-90, Application to Replace Permanent Resident Card

U.S. Citizenship and Immigration Services (USCIS) announced that a new version of  the Application to Replace Permanent Resident Card (Form I-90), is available on the USCIS website.  The new version of the form is dated 8/10/09 and contains more user-friendly features. Applicants may file Form I-90 electronically (through e-filing), or through the mail to the USCIS Phoenix Lockbox facility.

USCIS will accept previous versions of Form I-90 for 45 days, until July 28, 2010.  After July 28, 2010, USCIS will reject all previous versions of Form I-90 and will return incorrect applications with a note instructing applicants to refile using the correct version of the form. Applicants filing a form at a USCIS Lockbox facility may elect to receive an email and/or text message notifying them that their application has been accepted by completing Form G-1145, E-Notification of Application/Petition Acceptance , and attaching it to the first page of their application.  For more information on USCIS programs, visit www.uscis.gov or call the USCIS National Customer Service Center at 1-800-375-5283.

Pak Americans in US Politics

The Pakistani American Public Affairs Committee (PAKPAC) is a nationwide, membership based, non-profit lobbying organization registered with the United States Federal Government. PAKPAC’s mission includes advancement and strengthening of U.S.-Pakistan relations. It is organized to be a unified voice on issues and concerns common to the Pakistani American community. PAKPAC’s focus includes an active environment to foster greater political and civic engagement amongst the Pakistani Americans. PAKPAC is also focused on collaborating with other regional and national Pakistani American organizations to ensue increased efficacy and reduced duplication of the stated goals. PAKPAC along with our affiliates is working to serve as a watch dog for inaccuracies and bias in media coverage about Pakistan and Pakistani Americans. We are also involved in educating media groups, journalists, politicians, academicians and members of think tanks about views of concern and importance to the Pakistani American community.
