Dr. Salman Malik Joins PAKPAC
Dr. Salman A. Malik is an oral and maxillofacial surgeon who has a private practice in Londonderry, New Hampshire.  Originally born in Pakistan, he moved to the United States in 1973 with his family. 

Dr. Malik received his Bachelor’s degree in Biochemistry from New York University and Doctorate of Dental Medicine from Harvard University.  Upon finishing his dental degree, he was accepted into the oral and maxillofacial surgery residency program at Long Island Jewish Medical Center in New York.  As part of his training, he received his medical degree from Stony Brook Medical School. 

There is a growing Pakistani-American community in New Hampshire and Dr. Malik has been instrumental in organizing this community and helping the community prioritize its larger civic responsibilities to its neighborhoods, towns, state and the country.  He has been active and has reached out to local politicians, as well as members of the Congress for the State of New Hampshire.  During the New Hampshire Primary, he was one of the Pakistani-Americans who took important responsibility on behalf of the community.

Naturalization and visa delays due to name & background checks is an issue raised by PAKPAC with the current administration. In the most recent meeting on March 27th, 2008 response from both State Dept & ICE was that they are making progress in this area. USCIS stated that going forward naturalization cases should take between 14-16 months, down from the current time frame of 16-18 months. Cases filed in June 07 will be completed by Sep 08.

Approx 1500 new hires have been added to take care of the backlog. Increase in fees for ICE has helped achieve this staffing.  Name checks cases have been dropped down to 1190, all cases over 4 yrs old (about 1200 cases) will be completed by Mar 08, and 3 yr old (24,376 cases) will be completed by Summer 08.

Going forward the goal is to keep FBI background time to 30 days. The issue mainly is incorrect or partial mismatch of names. It was brought to their attention that though the average numbers are improving, most of these averages do not apply to Muslim and Pakistani populations. In this group most averages are fairly poor. All agencies admitted that Muslims have suffered the most with the name check policy. DHS is also looking at other means than name checks to conduct background check.
 
Responding to PAKPAC question about delay in Doctors and students getting J and F visas, Tim Smith of Dept of State said that they have a policy of processing F & J visas within 30 days for most countries (including Pakistan ) through special handling processes.
